Gloucester Partnership Executive Board – report from VCS Representatives

Paul Mathurin and Val O’Connor attended the Gloucester Partnership Executive Board meeting on January 25th to represent the Gloucester VCS Forum. As requested by the Forum, they took a proposal regarding the resourcing of VCS engagement in the Partnership. The meeting was asked to support the principle funding both GAVCA to support reps and also back-fill payments to the organisations from which elected representatives come.

Whilst the VCS reps were unable to gain full support for this proposal, some small steps were made in furthering the debate. It was acknowledged that asking the VCS to take on the new role of “proofing” the work of the Partnership was, in effect, commissioning a piece of work, and that the resources required for this would need to be recognised. This was noted and will be addressed when the budget for next year is agreed.

However, there was concern that the Gloucester Partnership could not look at the issue of back-fill payments in isolation from what was happening in the rest of the county, as any decision to pay VCS reps would clearly set a precedent. It was therefore agreed that the VCS would take this issue to the countywide VCS Assembly Board, and that the Partnership would take the issue to the Gloucestershire Strategic Partnership (GSP)  for further debate.
